Come to Finland: Northern Lights 1000 Tactic Puzzle

A prize puzzle for winning the Hyvinkää Palapelimestarit 2024 competition. This puzzle is currently touring the houses of all other puzzlers who were on my team. An okay puzzle, but no great desire to get it back anytime soon. :)
